I can see both sides of this, but to me the deduction encourages local governments to do more for their people and to stimulate growth. As someone who lives in a relatively high-tax area, we're providing services the whole state benefits from, and we are also a growth engine that is by far a net contributor to the Federal budget.

I don't think we want to encourage local areas to cut services and be more dependent upon Federal programs do we?
